Is an artifact on display part of your board?

It looks like the rules state that it isn't, but that seems to lead to some weird effects:

If I dogma GUJIN TUSHU JINSHENG from the display it should do nothing, because its effect only works when it is on my board.

FISSION nukes everything but achievements, and artifacts on display? So an artifact could be a cheeky way of getting a head start after the nuclear war?

I believe you're right on both counts! For example I've gotten Dancing Girl wrong more than once, expecting a win but just losing the card to my opponent because I launched it from my display and not from my board.

Innovation Ultimate Rulebook (p. 27):
A card on display is never considered part of your board or hand, nor are its icons.
