How does blocking work with table selection?

So I play Euchre, which isn't that popular of a game, so often there's a lot of waiting for tables.
I recently noticed that a player has blocked me (I don't know why and that's their prerogative, so I'm not complaining about that) and that's preventing me from being seated at tables and players who have played more recently than me (again, small community so a lot of us are "friends") are being pulled into tables with them while I'm being left out.
So my question is this... How does the thumbs down/blocking work? I can understand not being in a table with them or not being able to chat with them, but it's seemingly impacting my ability to play this game when we're both searching for games at the same time. I'm curious about the logic and if it changes priority for table selection or tables being filled. If it's simply them starting the table first, then whatever, I was late. But if I'm being skipped because of it, that's a little more annoying.
I also think that you shouldn't necessarily be allowed to avoid players in Arena, at least not without some proof of abuse or something negative. They go through all this trouble to make it anonymous, but you can still just choose people you don't want to play with.
