According to the rules, player should discard 4 similar tokens, but here player may discard only three. This is just convenient interpretation or a bug?

This card was changed in some of later editions, it has lesser cost and you can exchange 3 not 4 crystals (now it's more useful).

after clicking on balance of ishtar i cant cancel it and game cant move on since i dont have 3 similiar tokens. what should i do?
