Turn order

Tutorial says that the player with more workers in the Palace becomes the 1st player for the next round. That is wrong.
According to the rules the FIRST player placing a worker on it will be first in the turh order, the second player will be 2nd, etc...It doesn´t matter the number of workers from each player.
