I have trouble interpreting "and exactly two colors of Tiles". What does that refer to? Does it mean "at least 4 Pillars next to exactly two colors of Tiles"?

No, it doesn't. They are two independent conditions.
1) At least 4 pillars that must touch at least 1 torch each
2) Only two colours of tiles may be used.
If you're asking why the "2 different colours of tile" is referred to twice, then that's my bad. When I played this game just after its release, the reference to the two tile colours was missing in the option's description in the lobby so I inserted it into the English translation of the string without realising that 1) the phrasing could be confusing and 2) it would now appear twice in the actual game.
I'm contacting the developer to see if they can fix it to appear correctly in both places.
