Rules clarification

In the rules it is written clearly that in the age 2 and 3 if you're losing by war, you are the one that chooses who makes the first turn. But if it's a tie, then a player that used the last card in the previous age is an active player, so he makes his turn automatically. But when it comes to bgg, you have a choice who is going to be first in both of these situations. Why is it so?

From the English rulebook :
"The player with the weakest military chooses which player begins the next Age.
A player has a weaker military if the Conflict pawn is on their side of the board.
In a situation where the pawn is in the middle of the board, the player that chooses
who begins the next Age is the last active player (meaning whoever played the
last card of the previous Age)."
So it clearly means that the player who chooses who plays first in the new Age is either the one that has the pawn on his side, or if the pawn is in the middle, the one that played the last card.

Unfortunately, this part of the rules has different translations, I once saw two different versions of the game in the rules and in the booklet (Game was on English). In Russian, the rules say exactly what you wrote.

last card of the previous Age)". Where did you get "the player that chooses who begins"? Is there a few different editions?

Alright, just found it. Yeah, in a newer version of the rules the game is played just like on bgg. That's it. That's all. Anyways, thank you, guys!
