L3 Orient card and Tie Break

When you purchase the L3 Orient card that you buy by discarding two of your previously bought cards, does this then lower the number of development cards you've bought when it comes to the tiebreak?
e.g., if I have 9 cards. Then buy a L3 card in exchange for 2 previously bought cards. When the tie break lets the person who's bought fewest cards win, do I have 9 + 1 = 10 cards or 9 - 2 + 1 = 8 cards?
The rulebook says "The discarded cards are returned to the box and are out of the game", so I think it should be 8, but I wanted to check.
