Why we have a top 3 player that don't play against real enemy's?

This one still with win rate above 90%, he just play against enemy's 200- elo, alot of abandoned... Very strange. Without reason he red flag me without we have played ever... Very strange... He still growing rank and no one is talking about

It's not strange and there's nothing to talk about because they are violating no rule. In no real sport do they allow the top players to avoid playing other top players but maintain their ranking. But BGA has no intention of enforcing actual competition and is fine with illegitimate rankings as long as no ELO boosting is taking place.

I created a second account because he wouldn’t play me. He’s not very good, was beating him and he tried to abandon the game on the second to last turn lol

This must be a typo. You're not actually admitting to violating the TOS by creating an alt account for competitive play are you?

I think I know who this is (I won't say because rules) and they red thumbed me too for no good reason I remember. I remember being quite annoyed and posting about it (without saying who it was) and now I know it probably wasn't personal, at least there's that. I was shocked because they had a good table talk with me in the past and next thing I know they RT me

At one time, there was a bug in Arena pairings where if you red thumbed someone, you would never play them again. Some Arena players exploiting this by red thumbing anyone who was good enough to beat them. I don't know if it was fixed.

It's not a bug. Red thumbs apply to all matchmaking except tournaments. It doesn't apply in tournaments not because tournaments are "competitive," but because it would be unworkable to apply it in tournaments. What would you do in a round robin if someone had red thumbed another player, or in a bracket if they both reach the final?

BGA explicitly acknowledged that players can "abuse" (they used that word, although I happen to agree with it) this in Arena and publicly announced that they would be removing the effect of red thumbs in Arena because of its abuse. But they reversed course on that decision without publicly explaining why and never implemented the change.
