Board Game Arena

In Arena mode, now that we are 2-player, it appears that the game ends when the first person passes play. However, the rules state that the game should end when all players have passed. Is there a different rule for End Game with 2 players? Or is the game just broken?

I didn't see anyone answer this. I honestly have no idea how the game ends in Arena mode. I find it very frustrating when I still have several spots open and it just ends.
