Automatic Starting in Arena mode and time out?

Why is it if I start a game in Arena mode and for some reason, I don't see the game has started, I ALWAYS get penalised for being out of time. Yet multiple times across a number of games, I can start a game in Arena mode, a player is selected but it just sits there stating 'Waiting for player' so I have to eventually cancel the game and the opponent doesn't receive any penalty? They in effect get a bye, where as I always get a penalty???
