Penalty team play Catan

It is very frustrating when you are being targeted at Catan. It is not explained by your lead, nor your ressources. And you end up last. What do you think? Should there be a penalty if it is ridiculous (excessive and without probable cause)?

No, because no one has the time or resources to form an International Court of Catan to adjudicate complaints like this.

This probably isn't the best site for Catan. I would pick one of the Catan dedicated websites.
Team play can theoretically happen in any multiplayer game, but it's a much more bigger risk in games like Catan where flagrant team play would be an auto-win.
