Why can some players pick from three cards using their potion? I checked the rules and it doesn't address this.

Try to replay the game, you can choose your opponent´s point of view - does it still show? I noticed it in my games too (not me - the other player), but when I tried to replay it didnt look like they had 3 options. I think it is a visual bug...
