Board Game Arena

Are both missing from this implementation, despite being mentioned in the rules? They are part of the Secrets expansion, they are not really modules, they are core to the expansion. They are even printed on the tiles on BGA, yet seem to be missing entirely. What's up with that? Why is this game released if it's not complete?

Plenty of games on BGA don't have all their expansions. While they might all come together in a box, it's clear from the expansion rules adding any of the expansions is optional (except the Towers expansion is required for 5 players).
