Consecutive losses adjustment is being applied for ties

3rd and 4th players were tied, the corresponding elo exchange is as follows:
3rd: TIE with 4th, win probability 59%: -1.2
4th: TIE with 3rd, win probability 41%. Consecutive losses (1) -3%: 1.17
Huh? the 4th player earned fewer points because they had already lost against the 3rd?
There are a few problems here:
1. Ties should break win/loss streaks. It seems the streaks are now considered as win/not-win.
2. Only the player with the loss streak is having their score adjusted, not the other one.
3. The player is actually being penalised, while the intent was the opposite.
