We can't see the replay of what exactly happened. But in principle, you will place your meeple on the r14 action space, you will renovate to stone, then the interface will ask you to confirm the change of player (because teal will receive clay thanks to recycled brick). Once you have confirmed, you will be able to construct your fences. At least, this is how it should work and how it worked for me last time.
