I think you are misunderstanding the purpose of the convention descriptions on the Wiki page. They are not intended to be a proscriptive guide for Hanabi strategy. They’re a descriptive guide for what conventions are regularly seen in use on BGA.

There are three conventions described there: Finesse, Layered Finesse, and H-Group. Each was chosen for inclusion in the game options because those conventions were in use, and could be recognised as being in use. (H-Group somewhat less so, but mostly because its adherents tend to play in another site.) And then there is also “unspecified” (no recognised convention chosen) and Other, which allows the game creator to specify that some other convention is in use and that a prospective player will have to check the game description or ask in chat for details. Some possibilities for an “other” convention are given lower down on the page; some of these used to appear in the settings, but when last the setting were refreshed it was pretty obvious that they were not seeing significant use any more.

You’re obviously trying to get together a guide to learn better strategy for those who are not yet ready to play with the full Finesse convention. That’s a worthy goal, but it’s not something that fits as a new convention alongside Finesse, Layered Finesse, and H-Group. If you want to add another convention option, you would need to build a group of adherents, and organise to play together using that convention, and spread it, until it gains a reasonable degree of recognition. (Something you are likely to find difficult, since I think those who learn what you are trying to put together will quickly migrate to Finesse as they gain skill and confidence.) You may need to include it as a possible “Other” convention before it would be accepted as a convention with its own setting.

You might be better off trying to organise learning through a beginner’s Hanabi learning group than the Wiki page. I’m pretty sure you have found Hanabi Training Academy, but unfortunately for your goals, that is pretty much run by more advanced players, and so may not be of much use for those at the very lowest ranks.
