Which part of the quote is not explicit to you ? Side I clearly states it must done before or after, and side II goes "same as side I".
Maybe the wording was overlooked by designer so feel free to make a bgg thread asking for official clarification but otherwise i will keep it working that way in the meantime because that's more consistent with all the new sponsor action cards

Let's simplify and assume the card said, "same as side one but you may discard any card,". In this case, there would be no problem. I can still do this. But the card actually says "to either gain...". So, same as side 1, you can gain money OR reduce cost of a sponsor card by 2. If it was just a matter of needing to discard the card first, then I shouldn't be able to discard for money after playing a sponsor. The problem is that I can't take one of the actions that should be available to me. Do X to get Y or Z. I can do X, I can get Y but not Z.
