Explain relay availability

Hi, I just discovered this game with BGA summer games and i'm loving it but after a couple of games, i still don't understand some rules.
I don't know if this is a bug or just some points I didn't get from the rules.
So I've read that the two only reasons that make relay impossible for a rider in a train is either no space in front of the train, or more than 3 people in the train. In that table (https://boardgamearena.com/gamereview?table=720228563), at moves 41/42, riders can't use realy although they are 2nd and 3rd in the train and the space in front of the 1st is available

Why is that? Is is because of there is no room to "pass" as there is another train on the side, and the edge on the other?
