Same tiles on multiple rows(?)

Hi.

I'm new to Azul on BGA so I have a small question for you guys.
I've seen several Azul games where players are placing the same tiles on multiple rows.
Is this a special thing for BGA, because as far as I know you are not allowed to do that in the physical board game, right?

It is okay to have more than one row with the same color tiles.

It is not okay to draft tiles from a factory and place some of them on one row and some of them on a different row.

Wrong. Two rows with the same color are even shown in the rulebook. As other have noted, you have misinterpreted the rule that says "if you have picked up more tiles than you can place in your chosen pattern line, you must place the excess tiles in the floor line." This applies to tiles that were just picked up on that turn. This does not apply to future turns. Nor would it even make sense to apply it to future turns, because if on a future turn a row were already filled, it could not be "the chosen pattern line."

Exactly. If you wanted to, you could have gold tiles on all 5 rows - though that would be a rather terrible strategy in all except the most extreme cases.
