How do you bid for new territory card in Through the Ages?

How do you bid for new territory? Where do you press? I've tried clicking on all the cards and little blue or yellow pieces, but nothing works. How do you bid and where do you click it?

At the very top if you've got any army people you can click a number from 1-XX in boxes like this [1][2][3][4][5][6]... ect. You click those to put your bid.
