Why can I only trade with 1 of my opponents?

Hi, I am currently playing a tournament match with 2 others, I am losing and that doesn’t really bother me as this is the 20th game now 
But I have noticed that whenever I suggest a trade it only offers it to one of my opponents and not the other one even though they have resources. Is this a bug or is this a setting you can set, because although you can still refuse, it seems a bit unfair that it doesn’t even get offered to them and yet if they want to trade I still have to consider it. Not gonna lie it makes me feel like what’s the point of even having trades as an option in the game if one player is never going to accept, especially a 3 player game.
