What can we do with people who started playing turn base game and then stop playing because they are losing? They do not quit but just hold up the game.

When a player does not act for too long you can kick him out of the game. This happens, when the timer-bar at the top center of the screen turns completely red. For some games, play resumes (more or less) normally, some games get cancelled - but it at least gives you the chance to finish / cancel one of your 10 games to start new turn based ones.
