The rules seem fairly clear about this. From the English rules, Page 19:
Rules wrote:
The player who has the most money (see "score" pane) after the last hand wins the game.
If there is a draw, the winner is the one who has won the most money during the last hand.
If there is still a draw, the winner is the one who has the most gangsters after the last hand's sanctions have been applied.
If there is still a draw...Play another hand to decide who the winner is.
----------------
So, the question being if two people are tied at round x, and both earn the same amount of money in round x+1 (which turns out to be the final round), who should win? The one with the most gangsters. If that doesn't determine a winner, then another round should be played. If this is not implemented, a bug report should be issued for a rule of the game not being respected.

Hm. I would submit this as a bug, under "a game rule is not respected."
Now, as to which rule....
You both have 6 experts (large cubes) and 2 occasionals (small cubes). So, it could be argued that it is a tie, and that another round should be played.
But, two of red's occasionals have been deployed, meaning that after this round, they have 6 gangsters and you have 8, which would indicate you have the win.
Either of these could be argued. The terminology (based on the English rules) is "sanctioned," and the "sanction cards" apply to banishment, jail, hospital, and revolver; not to losing the occasionals. I'm leaning towards another round should be played, but the community at large may have another opinion.
It is clear that the first two levels of tie exist, though. You both have 8 points, and both earned 3 points in the last round.
