What does the row of cards beneath your yellow cube bank mean?

The cards beneath your and every other player's yellow cube bank are the civil cards they are holding in their hand. This is public information because players draw them from the card row, so it would be possible for someone to track this information if it were not shown.
Military cards are drawn in secret, so those are not shown under the yellow cube bank.
