Why won't BGA load properly sometimes??

Why is BGA unable to load sometimes? Just a blank screen in the middle, no content is showing, can't login, all links lead nowhere. I tried IE, Firefox, Chrome, all the same issue. Updated Windows, IE, Firefox, Java Runtime, Flash, Shockwave, etc. still same issue. Sometimes a reboot or refresh will fix the issue but rarely. Im typing this on a friend's computer...
