There is a huge difference if you start with 3 or 17 corn. I propose
the option of of having the start tiles in a 2 player be the extra
worker and the 7 with the highest corn value. 3 player would have
the 11 with the highest corn value. Is suggesting new variations a
waste of time at this site?

For discussing game variants, it's probably better to go to the BoardGameGeek forums. If a variant gets enough support, who knows, it might get implemented here (Puerto Rico's Craftsman Angst variant, for example).
Now (disclaimer alert) I haven't played much Tzolk'in, but I don't like this idea very much. I think the biggest purpose of the wealth tiles is to allow players to choose between starting with more corn/resources early or getting larger delayed benefits by means of tech, temples, etc. You'd be eliminating the second option almost entirely. Obviously there's some randomness involved, but if you want a strong first turn, I think 6 or 7 corn is usually sufficient, and I'd be surprised if a player was given a hand where this is not possible to arrange.
