Cities & Knight Diplomat Query- possible bug?

If a player’s road is which has settlements at both ends of the road gets broken by an opponent’s knight, then the roads on either side of the opponents knight can be considered as dangling and should be subject to be displaced by a diplomat?

But in the recent most game i played i was not able to do that! Anyone understands the rules thoroughly would care to explain me if i am wrong here?

In this game #741439094, you can replay and see from my POV i was not able to move my dangling road (move 464)

Not that it affected in win results but if i was short one more point i would have wanted that option to prolong/extend my road by moving the dangling road

I am too lazy to check the rule book at the moment but I am pretty sure that a dangling road that can be removed by a diplomat must be empty on one side. It must not contain a settlement/city or any (friendly or opposing) knight.

Thus the rule is implemented correctly - you cannot remove the road.
