Issue with the prepare action

For me the prepare action seems to not work as it should.
According to the rules book, prepare is explained as: "At a haven, discard a region card to take a symbol token that matches the symbol shown on the card."
However, in any of my games, whenever I wanted to prepare, I was only allowed to discard a region card from the region my character was currently inside. But I don't see that clarification or restriction being described in the rules book. I should be able to discard ANY region card of my choice, not being forced to use one from the haven's region only (the example in the rulebook does showcase this, as they discard a Eriador card at Rivendell - something I was never able to do).
So I'm currently a bit confused. Is this the case for anyone else when using the prepare action, or just some sort or bug I'm experiencing? (I'm playing on mobile - android - btw. in case that matters)
Or could it be, that this action has not been implemented correctly into the BGA version?
Would highly appreciate if someone could enlighten me, as this issue is actually quite impactful on the game.
