Am I missing something? I tried looking for a bug related to this but couldn't find anything. I'm trying to activate the Expedition action (discard a played sponsor, gain a reputation point) enabled by the Marine Research Expedition sponsor, but it won't let me, only the scuba dive action is enabled and I can't see why, is there another requirement I'm missing?

It's not discard a sponsor, it's discard a person. You can only discard person sponsors like the ornithologist and veterinarian.
