Visual Confusion on River

Is the black meeple not on the northern road that the orange player cannot place on the central road?

The middle road is empty and can be taken by the orange player. Why do you think it is not the case?

I have never seen these white dots that indicate the possible placements but there is clearly a white dot also on the middle and bottom road segment, respectively.

I think that by "central" road the OP is referring to the road extending from the top tile to the bottom tile, not the road extending east. So while you are correct that there is a placement dot on the road extending east, I believe the "central road" the OP is confused about is the length 3 road that black occupies, hence no placement dot.

OP, unlike the bottom tile, road in the top tile extends through the town and is part of the same road as the middle tile. Yes, black does occupy that road on the top tile. That's why you can't place on the north road segment on the bottom tile.

Or another interpretation of you question could be why can the player use the south segment, but not the north. It's basically the same answer. The road does not continue through the bottom town, so the south segment is separated.
