"ELO" bug started in 2018 and still "open"

The discussion about the ELO ranking still raises infinite comments but never given a satisfactory response up to now.
A bug report on that subject has been started in 2018. It is still "open" and has very high priority rank (almost 800 thumbs up), with constantly increasing number of comments.

I wonder why this bug report has never received any answer up to now or, if none is to be awaited, why it is not simply closed
