Is this a bug in scoring?

Yellow player did not connect Palermo to Moskova, however it did not negative score. Is this a bug or am I missing anything here?

That game is "Ticket to ride: Europe", a whole different game with an added mechanic.

Your opponent used a station to finish that route.
