Receiving initial funding twice?

Hello, I just started a game and I just noticed that you receive the initial funding twice. Is this supposed to happen? I haven't read the rulebook since the link won't work for some reason but I did watch a rules video. From what I saw you are supposed to start with 2/3/4 rupees for 3 players but for some reason we are starting with 4/6/8 rupees?? I can't tell if this is a bug or part of the rules.

Edit: Posted this in BGG aswell and the developer confirmed this was a bug which has been fixed.
