Hali and Carthage can both pick from discard pile

I've just played a game where both Hali and Carthage could pick a card from the discard pile on their last turn. Luckily I (as Hali) got to pick first. Does anyone know how the picking order is worked out?

This is the right order accroding to the dev.

Always Hali first, then Carthage?

Exactly. They even have an entire queue when all expansions (including the old wonder pack) are in play, with Solomon leader, Great wall etc.
