Why do I lose ELO if a player quits the game??????

I lost 24 elo after game was cancelled because other player quit!!!!
The player who left (or was skipped) lost the game and got a ☯ penalty.
The other players won this game and get 1% of normal ELO points (because 1% of this game was played before the incident).
Why should i loose 24 points just because somebody quits!!!!!!
