Automatic discard for end of game with Race for the Galaxy

Race for the Galaxy requires you to discard down to 10 cards at the end of a game and the game won't end until you do. Considering it doesn't matter what cards are discarded it should just automatically discard down to the 10 required. It seems a waste of time to make the player do it when it isn't important at all what gets tossed.
