Board Game Arena

On my current game of heat (below), I was able to get two cooldown, but I'm not sure why. As far as I can tell, I should have gotten one from cooling system card, but that's it, since I was in third gear. I've only played a couple of times so I could be mistaken and wanted to double check before putting it in as a bug. Can anyone help me figure this out?
