Can you go in Tokyo if another monster is already there ?

In the base game with fewer than 5 players only 1 monster can be in Tokyo. With 5-6 players two can be (technically one in Tokyo City and one in Tokyo Bay). In the base game, a monster has to voluntarily leave Tokyo City or Tokyo Bay (or die there) in order for someone else to take its spot.

Generally you make someone want to leave by doing so much damage it is too risky to stay. I don't remember any Power Cards in the base game with the ability to force someone to leave. But I'm not familiar with all of the numerous expansions, so maybe there is something in one of them with that effect.

Thank you. So you deal damage at long distance, or not so long for a monster. That was imply in the rules, but I wanted confirmation.

I'm not quite sure what you're trying to say. If by "long distance" you mean from outside Tokyo, that's explicitly in the rules. Unless you have a Power Card that damages neighbors, monsters outside Tokyo only damage the monster in Tokyo, and vice versa. It's not a choice. You could choose to reroll claws if you're outside Tokyo, perhaps because you don't want to be forced to go into Tokyo if they leave, but if you end up with claws you have to use them against the monster there.
