Visitor Timing

When exactly do they decide to trigger? I thought it was as soon as the deck ran out (even mid-turn), but I've had many games end with 3 or 4 cards left in the deck. When/Why does that final one (or multiple if they've stacked) trigger? Thanks! I'm unable to find a copy of the rules without creating an account somewhere.

Here's a bit from the official rulebook

Ending a Round
A round ends immediately when the plant deck is emptied. This may interrupt a player’s turn/action. Resolve the following:
1 Award round-end visitor(s):
Players compare regions to see who
best met the Multiplayer goal of the
leftmost round-end visitor(s).
• The winner takes the visitor card.
Visitors stay face up in front of you and
do not count toward your hand limit.
• If tied, the visitor becomes an
additional goal for the next round.
Discard anawarded visitors after the
3rd round.

I've had the last round end and visitors get awarded before the deck ran out. If it happens again I'll see if it's a bug.

I had this happen with 7 cards apparently remaining - I believe what's happening is that the deck actually runs out during another player's turn so the last visitor is awarded. However, if they were in the middle of drawing more cards, the discard pile gets reshuffled and the plant deck is reset so they can finish drawing cards for their turn. So you might come back to a finished game and see cards still in the deck, but it really was the game end.
