ZDCE or not ?

Hi! Being a newcomer to this superb game, I don't understand why the Soviet unit does not suffer the ZDCE of the German unit located behind the river (2646) and can therefore (Soviet unit) move. Despite the examples in the rulebook, I'm stuck! Thank you for your answers!

A unit can move out of an enemy ZOC - it just can't move directly between two hexes of the ZOC if those hexes are in the ZOC of the same enemy unit.

After reading your comment (which is very clear) and referring to the article [Restrictions on land movement (4.2.3.1)], I was finally able to understand this rule. Thank you, Mark.
