Board Game Arena

Was playing Italy map's region Campania where i have houses on both cities. One produces wine, and the other produces brick. The region produces wine. Activated the region with the Prefect card, and got 3 wine and 1 brick. I was expecting only 2 wine and 1 brick. Checking the rules cant see why i would get an extra wine.

Is there another rule i am missing, or is it a bug?

Here to answer my own rule question. Found out there is a PRÆFECTUS M. card given to the last player on setup. The player with this card gets double region bonus, and then passes the card to the left.
