Building sites blocked

I have noticed that BGA blocks a player from constructing a building next to a plaza site without a tile on it (2 player game). In 2p games, obviously not all plaza tiles are used so not all plaza sites are occupied by a tile.
Now here is what the rulebook says:
page 11
"With fewer than four players, one or two plaza sites will be left empty during setup, but they still count as plazas, and they are not legal building sites."
What I understand from this is that it is illegal to build on the empty plaza site itself, but not on the empty hexes surrounding the said plaza.
Further on the same page, it is written "Every time you place a building, it will be next to exactly one plaza." But since the previous paragraph from the rulebook mentioned above states that the empty plazas "they still count as plazas", they might as well be placed next to any plaza site, with or without a plaza tile on.
Page 10 also shows a map of the town with ALL hexes surrounding plazas being highlighted as legal building sites, no exceptions.
Correct me if I am wrong, but after reading the rulebook several times I do not see a rule stating that it is prohibited to place a building next to a plaza site without a plaza tile on it. It might not be to the player's advantage to do such thing, but it certainly is not illegal.
