Board Game Arena

We ended a run and for the first time our (my) campaign was so ahead and we collected some nice weapons. I was the first player and has to manage the Mutation board. Maybe I did something wrong, because it didn't allow us to distribute a weapon. (No available slots without to have any weapons) And I couldn't do anything.
Where did I messed up? I don't want to do the same mistake again.
