Downshift in flood

I was playing Japan and it was giving me a message that I didn't have 1 heat to downshift in a flood space. Couple questions.
I didn't see anything about flooded spaces in the rules. Does it cost 1 heat to downshift 1?

I had 0 heat in my engine, but I was playing an upgrade card which would move 1 heat from my hand into the engine.
Shouldn't I been able to play this hand and get the cooling to pay for downshifting or does heat payment for shifting come before card resolve?

It's in the rules of the Heavy Rain expansion. You have to pay the heat at the moment you shift down and choose your cards, before you even move your car

Ah. Do they have those rules in BGA 'how to play" area? I searched the 'advanced rules' and didn't see any keywords for flood.

I added them, for when the new expansion drops. (I think)

Note that the game help section at the bottom of the "How to play?" (below the download links) is a wiki, anyone can modify it.

Note also that flooded spaces have a tooltip on them since the new update
