Shitenno, by Ludonaute: I split, you choose

Hi all, this elegant, straightforward game is looking for a developer. It would be a perfect turn-based game.
BGG weight is 2.77. The rules are pretty simple.
I’ve asked publisher Ludonaute if they’d be willing to carry Shitenno to BGA, they said they’d agree if it were done, but they can’t push it themselves.
In a nutshell
PHASE 1 – I SPLIT YOU CHOOSE
Every round, 2n troop cards and n koku cards are drawn.
The highest-ranked player (the tairō) arranges any number and type of these cards, plus one rank tile, into a single batch.
This batch is then offered to the player with the second highest rank. If the latter refuses the batch, offer it to the next rank, and so on. If everyone refuses, the tairō takes the batch, and another player (following hierarchy) becomes the tairō. And so on.
PHASE 2 – SPEND YOUR CARDS FOR GLORY
Once all these cards have been distributed, comes the conquest phase. Using the right combination of cards from your hand, you can conquer (via troops) or bribe (via kokus) provinces to score VPs and place one of your kamons (tokens) in that province, setting yourself up for scoring majorities at game end.
Each province requires a certain amount and type of troops, or a certain number of kokus for this purpose.
After you’ve placed a kamon, you usually gain a tile granting you a small single-use ability, aiding your next conquests/bribes. There are three different, simple benefits.
RINSE AND REPEAT
And at the end of the game, score majorities in each province: whoever has the most kamons gets 6VP.
