There's a map that allows you to upgrade all actions to side 2

You can't blame him, he tried to look for an answer before asking.

No blaming but people should keep in mind that this kind of task is one where the AI is really bad. Specific edge cases are, by nature, not something common on which you can get the "most likely answer".

'Picking a map that allows it' is not an edge case.

Depends on your definition of edge case. It's very specific to the game mechanic of ArkNova so it's not "generic" in any way, but that's true for most part of complex games, which is why I am saying that AI is really bad with rulebook. You can't deduct from a bunch of data how a specific game mechanic will work in a specific game because the designer can just decide that "nope, this specific interaction will work like that and not like this".

I assume that once the AI is fed a lot of data, like this thread, that talk about the possibility of 5 action card upgrades, then it will be able to give the correct answer. If the rulebook specifically talked about the number of action cards you can upgrade, the AI could probably also answer this. But the mormal number of 4 has to be derived from the game components, so the only reason the AI knows about this at all will be that other people have written about it: people who are not taking this specific map into account.
AI is great at statistics but has no sense of logic whatsoever.

I'm guessing that it's programmed to search text, but not yet to search and interpret icons. I recently asked Chat GPT when a local development was likely to start, and it said some time in 2025. When I pointed out that we had already got to 2026 it said 'good point' and amended its forecast.
Don't underestimate AIs,though.They will improve.
