In the mission where 33,34,35,36,37,38 gives a pepper, does the joker also give a pepper when it is a 35?

It's basically the Joker takes on whatever number you make it. So in that case, yes

The joker is already very strong, this extra evil would be an exaggeration. But the bigger problem is that it can create an unclear situation. One player plays the joker, saying it is worth 35, hoping that someone will beat it and get an extra pili. But they do not put a higher card in the beat, only another card of 35. Who beats in this case?

I would says as per the rule, the joker decide to win or loss.

I tested this today,
3-7 are penalty
Guy played 48 as his last card, I played Joker as a 5.
IT DID NOT WORK
Only the exact listed cards count for extra pili penalty.

No it doesn't. I tried and didn't work. Then I went to see the rules (my kids have the game at home), and it says that joker can be used as higher or lower. Nothing about picking one number between 1 and 55. Just 0 or 56.

Hmm, not sure, which rule you read. I found a rule at
https://boardgamegeek.com/filepage/3109 ... -languages - and it says:
"When a player plays the Joker, they choose the value it takes, anywhere between 0 and 56."
