Playing between turns events without activating them

In the BGA implementation, one can play a between turns event and then choose not to activate it; however, in the Abundance rulebook (pg 4, and then again on page 5), it states:

"Each player who wishes to pay the cost in full will receive the benefit in full; the person who played the event must use the ability. The Event card is placed in the Event space of the player whose hand it came from."

Is there a reason for this discrepancy?

Yes.

The implementation here does not resolve these cards correctly.

The developer is aware. I'm hoping it will be fixed in the near future.

Yes.
