If it isn’t an aspect of skillful play, shouldn’t break a tie.
Better off just leaving it a tie rather than awarding it to a smaller number of available goals remaining.
You would never keep track of this during a game and calculate for it playing to tie.
Should at least be an option while setting up a table.
