Loosing players automatically Accusing winners of cheating and systematically Red-thumbing them

At what point does systematically accusing winning players of cheating and red thumbing them, whilst the winner is relegated to red-thumbing without report, becomes a form of platform-wise discrimination/bad-faith/bullying PENALIZING honest players ?
I have observed this behavioral trend a lot in a very tight span of time after being back on the platform, and always dismissed those issues as trivial until it wasn't.
After winning a recent match against user Hannilein XXL, about Elo-600 at the time and I ~Elo 400, they immediately red-thumbed me and, when I noted it in the in-game chat, he "I don't want to play with players who cheat." fell down. For context, because she exhibited playing patterns typical of Elo-100/200 players, I started wondering if her and her acolytes could be active, prominent cheaters, which would explain their frequent and abrasive lashing-out at honest players they they loose against ?
Since my return after a long break, I've also observed that the number of active players has tremendously diminished, as well as high-Elo players displaying severely lower skills than those same Elo back in the days - I'm putting those information out there in case there might be links from one issue to the other ?
I'm posting for people who are interested in discussing those questions of ethics; linking their own experiences, or whatever else.
Since this is my first time using the forums and I was already wary of posting because of the prevalent hostile behaviours I have seen from players in-game, I'd like to stress that is should remain an honest, polite and civil space STRICTLY for those interested in discussing the issue. No trolls and the like.
